존경하는 남서부 월남 참전자회 선배 동지 여러분 신임회장 장일상 입니다. 

Dear esteemed senior comrades of the Southwestern Vietnam War Veterans Association, I am Sam I. Chang, your newly elected president.

부족한 사람이 중책을 맡아, 한편 걱정이 됩니다만, 저는 우리 회 원 여러분들의 많은 협조와 협력을 믿고 우리가 이뤄내야될 여러가지 일들을 하나하나 이루어 나가는데 최선을 다 하겠읍니다. 

Although I am a person of limited abilities and feel some apprehension about taking on this important responsibility, I trust in the cooperation and support of all our members, and I will do my best to accomplish the various tasks we need to achieve, one by one.

 우리 월남전 참전자회는 단순한 친목단체를 넘어 전우애를 지키고 후세에 올바른 역사를 전하며, 우리 전우회원들의 권익과 복지를 지켜 나가는 중심이 되어야 하겠읍니다. 

Our Vietnam War Veterans Association must be more than just a social club; it must become a central organization that upholds camaraderie, passes on accurate history to future generations, and protects the rights and welfare of our fellow veterans.

 새해에는 회원과의 화합과 소통을 더욱 강화하고, 회원들의 예우와 복 지향상을 위한 활동을 확대하며 지역사회의 일원으로 지역사회와 함 께하는일에 동참하도록 최선을 다하겠읍니다. 

In the new year, we will further strengthen harmony and communication with our members, expand activities to improve their welfare and well-being, and do our best to participate in and contribute to the local community as responsible members of society.

 회원 여러분 우리의 희생은 결코 헛되지 않았으며, 그 자부심은 영원 히 이어질것 입니다. 새해 복 많이 받으시고, 가정마다 건강과 행복이 가득 하시기를 기원 합니다.

Dear members, our sacrifices were not in vain, and that pride will last forever. Happy New Year, and I wish you and your families health and happiness.
