Subject : Request for Policy Exception for Burial Eligibility of Korean Allied Forces Veterans (Vietnam War)

 

Dear Secretary Lindsey Sin,

On behalf of The Korean Vietnam War Veterans Association SW Region,

We respectfully submit this formal request for a policy exception to allow Korean Allied Forces veterans who served in the Vietnam War to be eligible for burial without cost within a California State Veterans Cemetery, specifically under a designated Allied Forces / United Nations forces memorial section, should such designation be deemed appropriate.

During the Vietnam War, Republic of Korean armed forces served side by side with United States military personnel under allied command, contributing significantly to the defense of freedom and regional stability.

These veterans shared the same battlefields, endured comparable sacrifices, and upheld the same ideals as their American counterparts.

Many of these Korean Vietnam War veterans are now naturalized United States citizens or long-term lawful residents who have devoted decades of service to American communities, veterans’ organizations, and civic life.

As they advance in age, there is a growing concern within our community regarding dignifies and honorable final resting arrangements that properly reflect their allied service and historical contribution.

We fully understand that existing statues limit burial eligibility primarily to U.S. Armed Forces veterans. However, we respectfully request CalVet’s consideration of a policy-based or administrative exception for the following reasons :

1. Historical and Allied Service Significance Korean forces were among the largest and most active U.S. allies during the Vietnam War, operating under coordinated allied command structures.

2. Public Purpose and Educational Value A designated Allied Forces memorial section would serve not only as a burial site, but also as a historical and educational tribute to international military cooperation and sacrifice.

3. Non-Individual, Public Interest Approach This request is not for individual entitlement, but for a collective memorial recognition framework consistent with public services and commemorative purposes.

4. Community and Government Support Potential Our organization is prepared to work collaboratively with CalVet, county authorities, and elected officials to ensure compliance with all applicable regulations and operational standards.

We respectfully request guidance on:

*Whether CalVet has the authority to grant such a policy exception;

*The procedural steps required to formally propose an Allied Forces / UN Forces memorial designation within a State veterans Cemetery ;

and *Any documentation or legislative coordination that CalVet would recommend to advance this request appropriately.

한국 베트남전 참전용사회 남서부 지부를 대표하여, 베트남전에 참전한 한국군 참전용사들이 캘리포니아 주립 재향군인 묘지에 무료로 안장될 수 있도록 정책 예외를 허용해 주실 것을 정중히 요청드립니다. 특히, 적절하다고 판단될 경우 연합군/유엔군 기념 구역을 지정하여 안장될 수 있도록 해주시기를 바랍니다.

베트남 전쟁 당시 대한민국 국군은 연합군 지휘 아래 미군과 함께 복무하며 자유 수호와 지역 안정에 크게 기여했습니다.

이 참전용사들은 미군과 같은 전장에서 싸웠고, 비슷한 희생을 감수했으며, 같은 이상을 공유했습니다.

이들 중 상당수는 현재 미국 시민권을 취득했거나 장기 거주권을 가진 사람들로서 수십 년 동안 미국 지역사회, 재향군인 단체 및 시민 생활에 헌신해 왔습니다.

고령화됨에 따라 우리 공동체에서는 이들의 연합군 복무와 역사적 공헌을 제대로 기릴 수 있는 존엄하고 명예로운 영면 장소에 대한 우려가 커지고 있습니다.

기존 법규상 장례 자격이 주로 미군 참전용사에게만 부여된다는 점을 충분히 이해하고 있습니다.

그러나 다음과 같은 이유로 캘리포니아 재향군인부(CalVet)에서 정책적 또는 행정적 예외를 고려해 주시기를 정중히 요청드립니다.

1. 역사적 및 연합군 복무의 중요성 한국군은 베트남 전쟁 당시 가장 규모가 크고 활동적인 미국의 동맹군 중 하나였으며, 연합군 지휘 체계 아래 작전을 수행했습니다.

2. 공공 목적 및 교육적 가치 지정된 연합군 기념 구역은 단순한 묘지를 넘어 국제 군사 협력과 희생을 기리는 역사적, 교육적 장소가 될 것입니다.

3. 개인적 권리가 아닌 공공의 이익 추구 본 요청은 개인적인 권리를 위한 것이 아니라 공공 서비스 및 기념 목적에 부합하는 집단적인 기념 인정 체계를 위한 것입니다.

4. 지역사회 및 정부 지원 가능성 우리 단체는 모든 관련 규정 및 운영 기준을 준수하기 위해 CalVet, 카운티 당국 및 선출직 공무원들과 협력할 준비가 되어 있습니다.

다음 사항에 대한 안내를 정중히 요청드립니다.

*CalVet이 이러한 정책 예외를 허용할 권한이 있는지 여부;

*주립 재향군인 묘지에 연합군/유엔군 기념 구역 지정을 공식적으로 제안하는 데 필요한 절차;

또한, CalVet에서 이 요청을 적절하게 진행하기 위해 권장하는 모든 문서 또는 법률적 협조 사항을 알려주시면 감사하겠습니다.
