Request for Legislative Action to Provide Equal State Veterans Benefits for Korean
Vietnam War veterans

Dear Assembly Member Tri Ta,
I hope this message finds you well.

My name is Sam I. Chang and I serve as President of the Korean Vietnam War
Veterans Association SW Region.
I am writing to respectfully request your leadership and cooperation in
introducing and supporting state legislation that would allow Korean Vietnam
War veterans residing in California for a long time to receive state veterans
benefits equivalent to those provided to U.S. military veterans, similar to existing
policies in the Commonwealth of Pennsylvania.

During the Vietnam War, Korean troops served as official allies of the United
States, fighting alongside American forces under joint command and facing the
same dangers and sacrifices on the battlefields. Today many Korean Vietnam War
veterans are naturalized U.S. citizens, yet they remain excluded from equal
recognition and access to certain state-level Veterans benefits.

Pennsylvania has taken meaningful legislative and administrative steps to
recognize Korean Vietnam War veterans as Allied Veterans extending state-level
recognition and benefits in acknowledgement of their service and sacrifice. This
approach represents a fair, historically grounded, and morally sound precedent
that California should strongly consider adopting.

Accordingly, we respectfully request that the California State Legislature :

Formally recognize Korean Vietnam War veterans as Allied Vietnam War Veterans
and
Extend eligibility for relevant state Veterans programs, commemorative
recognition, and benefits on terms comparable to those available to U.S. Vietnam
War veterans.
This is not merely a matter of benefits, but one of honoring shared sacrifice,
strengthen the historical legacy of the U.S.-Korea alliance, and upholding
California’s commitment to fairness and inclusivity.

Our organization stands ready to fully assist your office by providing historical
documentation, policy research, veteran testimony, and participation in hearings
or public forums. We would be honored to meet with you or your staff to discuss
this proposal in greater detail.

California.

한국 베트남전 참전용사들에게 동등한 주 정부 보훈 혜택을 제공하기 위한 입법 조치 요청

안녕하십니까.

저는 한국 베트남전 참전용사회 남서부 지역 회장 샘 I. 장입니다.
오랜 기간 캘리포니아에 거주하고 있는 한국 베트남전 참전용사들이 펜실베이니아주와 유사한 정책에 따라 미국 참전용사들과 동등한 주 정부 보훈 혜택을 받을 수 있도록 하는 주 법안을 발의하고 지지해 주시기를 간곡히 요청드립니다.

베트남 전쟁 당시 한국군은 미국의 공식 동맹국으로서 미군과 함께 연합 작전을 수행하며 전장에서 동일한 위험과 희생을 감수했습니다. 오늘날 많은 한국 베트남전 참전용사들이 미국 시민권을 취득했지만, 여전히 일부 주 정부 차원의 보훈 혜택에서 소외되어 있습니다.

펜실베이니아주는 한국 베트남전 참전용사들을 동맹국 참전용사로 인정하고, 그들의 봉사와 희생을 기리기 위해 주 정부 차원의 인정과 혜택을 제공하는 의미 있는 입법 및 행정 조치를 취했습니다. 이러한 접근 방식은 공정하고 역사적 근거가 있으며 도덕적으로도 타당한 선례로서, 캘리포니아주에서도 적극적으로 고려해야 할 것입니다.

이에 따라 저희는 캘리포니아 주 의회에 다음과 같이 요청합니다.

한국 베트남전 참전용사들을 공식적으로 동맹국 베트남전 참전용사로 인정하고,
미국 베트남전 참전용사들과 동등한 조건으로 관련 주 정부 보훈 프로그램, 기념 행사 및 혜택을 제공해 주십시오.
이는 단순히 혜택 제공의 문제가 아니라, 공동의 희생을 기리고, 한미 동맹의 역사적 유산을 강화하며, 공정성과 포용성에 대한 캘리포니아주의 약속을 지키는 문제입니다.

저희 단체는 역사적 자료, 정책 연구, 참전용사 증언 제공 및 청문회 또는 공개 포럼 참여 등을 통해 의원님의 사무실을 적극적으로 지원할 준비가 되어 있습니다. 이 제안에 대해 더 자세히 논의하기 위해 의원님 또는 보좌관님과 만날 수 있는 기회를 갖게 된다면 영광으로 생각하겠습니다.
