Orange County Supervisor Candidate

Dear President Chang and Members of the Korean American Vietnam War Veterans Association,

Thank you for the opportunity to respond to your important questions. I have the deepest respect for the sacrifices made by Korean Vietnam War veterans who stood shoulder-to-shoulder with U.S. forces. Your service helped defend freedom and strengthen the alliance between our two nations, and it is an honor to address the issues that matter most to your community.

 

1. Veterans Cemetery (Gypsum Canyon)

Yes, I strongly support the development of the Southern California Veterans Cemetery at Gypsum Canyon in Anaheim. This long-overdue project is essential to honoring those who have served our nation.

If elected, I will actively advocate for expedited permitting, strengthen coordination between county, state, and city agencies, and work to secure any remaining funding needed to move the project forward without delay. I will also ensure transparency and accountability so the community can track its progress.

 

2. Equal Benefits (Valor Act / HR 366)

Yes, I fully support equal veterans’ benefits for Korean Vietnam War veterans who later became U.S. citizens, as proposed in the Valor Act (HR 366). These veterans served alongside American troops and deserve equal recognition and the full benefits they have earned.

At the county level, I will pass resolutions in support of this legislation and work with our federal representatives to advocate for its passage. I will also partner with veterans’ organizations to raise awareness and build broader public support.

 

3. Veterans Services Access

Improving access to services for aging veterans is a top priority. I will work to expand access to healthcare, affordable housing, and mental health and counseling services.

Specifically, I will work to increase funding for veteran service programs, improve outreach to ensure veterans are aware of available benefits, and partner with local nonprofits to provide culturally and linguistically appropriate services, including for Korean-speaking seniors.

 

4. Recognition of Allied Veterans

Yes, I strongly support formal recognition of allied veterans, including Korean Vietnam War veterans, in county-sponsored memorials and programs.

Their contributions must be formally acknowledged and preserved for future generations. I will work to ensure their stories are included in official commemorations, educational initiatives, and public memorials throughout Orange County.

 

5. Direct Engagement

Yes, I would be honored to meet regularly with your association. Open communication and collaboration are essential to addressing the needs of our veterans.

If elected, I commit to maintaining an ongoing dialogue with your organization to better understand concerns and work together on meaningful solutions.

네, 저는 애너하임의 Gypsum Canyon 부지에 남부 캘리포니아 재향군인 묘지를 조성하는 사업을 강력히 지지합니다.

오랫동안 지연되어 온 이 프로젝트는 국가를 위해 헌신하신 분들을 기리는 데 있어 필수적인 사업입니다.

당선된다면, 저는 인허가 절차의 신속한 처리를 적극적으로 옹호하고, 카운티·주·시 정부 기관 간의 협력을 강화하며,

프로젝트가 지체 없이 진행될 수 있도록 필요한 잔여 예산을 확보하는 데 힘쓰겠습니다. 또한,

지역사회와 사업 진행 과정을 투명하게 확인할 수 있도록 투명성과 책임성을 보장하겠습니다.

 

2. 동등한 혜택 (Valor Act / HR 366)

네, 저는 Valor Act (HR 366)에서 제안된 바와 같이, 추후 미국 시민권을 취득한 대한민국 월남전 참전 용사들에게 동등한 재향군인 혜택을 부여하는 것을 전적으로 지지합니다.

이 참전 용사들은 미군과 나란히 복무했기에, 그들이 마땅히 받아야 할 동등한 예우와 온전한 혜택을 누릴 자격이 충분합니다.

카운티 차원에서는 이 법안을 지지하는 결의안을 채택하고, 연방 의회 대표자들과 협력하여 법안 통과를 위해 적극적으로 옹호할 것입니다.

또한, 재향군인 단체들과 협력하여 대중의 인식을 제고하고 더 폭넓은 지지를 확보하는 데 노력하겠습니다.

 

3. 재향군인 서비스 접근성

고령화되고 있는 재향군인들이 각종 서비스에 더 쉽게 접근할 수 있도록 돕는 것은 저의 최우선 과제입니다.

저는 의료 서비스, 저렴한 주거 시설, 그리고 정신 건강 및 상담 서비스에 대한 접근성을 확대하기 위해 노력할 것입니다.

구체적으로는 재향군인 지원 프로그램에 대한 예산을 증액하고, 재향군인들이 이용 가능한 혜택을 빠짐없이 인지할 수 있도록 홍보 및 안내 활동을 강화할 것입니다.

또한, 지역 비영리 단체들과 협력하여 한국어를 구사하는 어르신들을 포함한 모든 재향군인에게 문화적·언어적으로 적합한 맞춤형 서비스를 제공하겠습니다.

 

4. 동맹국 참전 용사에 대한 예우

네, 저는 오렌지 카운티가 주관하는 각종 기념 행사나 프로그램에서 대한민국 월남전 참전 용사를 포함한 동맹국 참전 용사들을 공식적으로 예우하고 기리는 것을 강력히 지지합니다.

그들의 헌신은 공식적으로 인정받아야 하며, 후세에 길이 전해질 수 있도록 보존되어야 합니다.

저는 오렌지 카운티 전역에서 열리는 공식 기념식, 교육 프로그램, 그리고 공공 기념 시설 등에 그들의 이야기가 반드시 포함될 수 있도록 최선을 다할 것입니다. 

 

5. 직접적인 소통

네, 귀 협회와 정기적으로 만남을 가질 수 있다면 더할 나위 없는 영광이겠습니다.
