Subject: Request for an Official Status Update on the Implementation of the Korean
American VALOR Act (Public Law 118-20)

Dear Secretary of Veterans Affairs,
On behalf of The Korean American Vietnam War Veterans Association SW Region, I
respectfully request an official update regarding the implementation of the Korean American
Vietnam Allies Long Overdue for Relief (VALOR) Act, Public Law 118-20.
This landmark legislation was enacted to recognize the sacrifices of Republic of Korea
veterans
who served alongside U.S. Armed Forces during the Vietnam War and later became
residents or citizens of the United States.
Nearly three years have passed since the Act became law. However, many eligible veterans
still do not know when or how they may apply for the healthcare benefits envisioned by
Congress.
Our members respectfully request that the Department of Veterans Affairs provide:
1. The current implementation status of Public Law 118-20.
2. Whether the reciprocal agreement with the Government of the Republic of Korea has
been completed.
3. The anticipated implementation timeline.
4. Eligibility criteria and application procedures.
5. The appropriate VA office responsible for assisting eligible Korean American Vietnam
veterans.
Many of these veterans are now in their late seventies and eighties and continue to suffer
from service-related illnesses, including conditions associated with Agent Orange exposure.
Time is of the essence.
We respectfully ask for your leadership in ensuring that this important law is fully
implemented so that these veterans may receive the benefits intended by Congress.

재미 베트남 참전용사 협회(Korean American Vietnam War Veterans Association) 남서부 지부를 대표하여, 'Korean American Vietnam Allies Long Overdue for Relief (VALOR) Act'(공법 118-20호)의 시행 현황에 대한 공식적인 보고를 정중히 요청드립니다.
이 획기적인 법안은 베트남 전쟁 당시 미군과 함께 복무한 후 미국 거주자나 시민권자가 된 대한민국 참전용사들의 희생을 인정하기 위해 제정되었습니다.
법안이 통과된 지 3년 가까이 지났으나, 대상이 되는 많은 참전용사들은 의회가 의도한 의료 혜택을 언제, 어떻게 신청할 수 있는지 여전히 알지 못하고 있습니다.
저희 회원들은 보훈부가 다음 사항에 대해 안내해 주시기를 정중히 요청드립니다:
1. 공법 118-20호의 현재 시행 현황.
2. 대한민국 정부와의 상호 협정 체결 완료 여부.
3. 예상 시행 일정.
4. 자격 요건 및 신청 절차.
5. 대상이 되는 재미 베트남 참전용사를 지원할 담당 보훈부(VA) 부서.
이들 참전용사 중 다수는 현재 70대 후반에서 80대의 고령이며, 고엽제 노출 관련 질환을 포함한 복무 관련 질병으로 여전히 고통받고 있습니다.
시간이 촉박한 상황입니다.
의회가 의도한 혜택을 참전용사들이 받을 수 있도록 이 중요한 법안이 차질 없이 시행되기를 바라며, 장관님의 적극적인 리더십을 요청드립니다.
검토해 주심에 감사드리며, 미국의 참전용사들을 위한 장관님의 지속적인 노고에 경의를 표합니다.
