THE ISSUE

More than 320,000 Republic of Korea service members served in Vietnam in support of the United States and allied forces during the Vietnam War.

Many of these veterans later immigrated to the United States, became U.S. citizens, raised their families here, and contributed to American communities for decades.

Despite their service alongside American forces, federal law can restrict states' ability to extend certain state veterans cemetery burial and memorial benefits to these Korean American Vietnam War veterans.

Most surviving veterans are now in their late seventies and eighties. Time is critical.

CALIFORNIA HAS ACTED

California adopted Senate Joint Resolution 17 (SJR 17), authored by State Senator Steven Choi.

SJR 17 was officially chaptered on August 11, 2026, as:

Resolution Chapter 168, Statutes of 2026

The resolution urges Congress and the President of the United States to allow states to provide burial and memorial benefits in state veterans cemeteries to eligible Republic of Korea veterans who:

• Served in support of U.S. forces during the Vietnam War; and
• Subsequently became citizens of the United States.

California has now formally spoken.

Federal action is the necessary next step.

WHAT WE ARE ASKING CONGRESS TO DO

We respectfully request that Members of Congress:

1. Introduce or support federal legislation necessary to accomplish the objectives of California SJR 17.

2. Work with the U.S. Department of Veterans Affairs to identify federal statutory or regulatory barriers that prevent states from extending these cemetery benefits.

3. Work with the House and Senate Veterans' Affairs Committees to establish an appropriate legislative solution.

4. Protect state discretion so that states such as California may choose to recognize qualifying Korean American Vietnam War veterans without jeopardizing federal veterans cemetery funding.

5. Act promptly. Most surviving Korean Vietnam War veterans are now elderly, and many may not live to see recognition if federal action is delayed for many more years.

WHY THIS MATTERS

Korean troops fought shoulder to shoulder with American service members during the Vietnam War.

Many later became American citizens and have spent decades contributing to the United States.

This request is about more than cemetery eligibility.

It is about honor, recognition, alliance, and keeping faith with those who served beside America in wartime.

OUR REQUEST

Please help transform California SJR 17 into federal action.

We respectfully request a meeting with the Member of Congress and appropriate legislative staff to discuss the federal legislation necessary to implement the objectives of SJR 17.

쟁점

32만 명이 넘는 대한민국 군인들이 베트남 전쟁 당시 미국과 연합군을 지원하기 위해 베트남에서 복무했습니다.

이들 참전용사 중 상당수는 이후 미국으로 이민하여 시민권을 취득하고 가정을 꾸려 수십 년 동안 미국 사회에 기여해 왔습니다.

미군과 함께 복무했음에도 불구하고, 연방법은 주 정부가 한국계 미국인 베트남전 참전용사들에게 특정 주립 참전용사 묘지 매장 및 기념 혜택을 제공하는 것을 제한할 수 있습니다.

생존한 참전용사 대부분은 현재 70대 후반에서 80대입니다. 시간이 촉박합니다.

캘리포니아주가 행동에 나섰습니다

캘리포니아주는 스티븐 최 주 상원의원이 발의한 상원 공동 결의안 17호(SJR 17)를 채택했습니다.

SJR 17은 2026년 8월 11일 다음과 같이 공식 법률로 제정되었습니다.

이 결의안은 의회와 미국 대통령에게 다음 조건을 충족하는 대한민국 참전 용사들에게 주립 재향군인 묘지에서의 매장 및 추모 혜택을 제공할 수 있도록 주 정부가 허용할 것을 촉구합니다.

베트남 전쟁 중 미군을 지원한 참전 용사, 그리고

이후 미국 시민권을 취득한 참전 용사.

캘리포니아주는 이로써 공식적으로 입장을 밝혔습니다.

다음 단계는 연방 정부의 조치입니다.

의회에 요청하는 사항

의원 여러분께 다음과 같이 정중히 요청드립니다.

1. 캘리포니아 주 SJR 17의 목표 달성에 필요한 연방 법안을 발의하거나 지지해 주십시오.

2. 미 재향군인부와 협력하여 주 정부가 이러한 묘지 혜택을 확대하는 데 방해가 되는 연방 법률 또는 규정상의 장벽을 파악해 주십시오.

3. 하원 및 상원 재향군인 위원회와 협력하여 적절한 입법 방안을 마련해 주십시오.

4. 캘리포니아와 같은 주 정부가 연방 재향군인 묘지 기금에 지장을 주지 않고 자격을 갖춘 한국계 미국인 베트남전 참전 용사를 인정할 수 있도록 주 정부의 재량권을 보호해 주십시오.

5. 신속하게 조치를 취해 주십시오. 생존한 한국계 베트남전 참전 용사 대부분은 현재 고령이며, 연방 정부의 조치가 수년 더 지연될 경우 많은 분들이 인정받는 모습을 보지 못하고 세상을 떠나실 수도 있습니다.

이 문제가 중요한 이유

한국군은 베트남 전쟁 당시 미군과 어깨를 나란히 하며 싸웠습니다.

많은 분들이 이후 미국 시민권을 취득하여 수십 년 동안 미국에 기여해 왔습니다.

이 요청은 단순히 묘지 자격에 관한 것만이 아닙니다.

이는 전쟁 중 미국과 함께 복무했던 분들에 대한 명예, 인정, 연대, 그리고 신의를 지키는 것에 관한 것입니다.
