Re: Korean American Vietnam Veterans Request Immediate Implementation of Public
Law 118-20
Dear Congressman Correa:
On behalf of The Korean American Vietnam War Veterans Association SW Region,
I respectfully ask for your assistance in securing the implementation of Public Law
118-20, the Korean American VALOR Act.
The law was enacted on November 13, 2023, after bipartisan congressional action. It
represented an important recognition of Korean veterans who served in Vietnam
alongside the United States Armed Forces and subsequently became U.S. citizens.
Unfortunately, nearly three years after enactment, eligible Korean American Vietnam
veterans are still waiting for the law to be fully implemented.
Our concern is becoming increasingly urgent because the surviving veterans are
aging rapidly.
Many are now in their late seventies and eighties. Every additional year of delay
reduces the number of veterans who will ever have an opportunity to benefit from the
law Congress enacted for them. We therefore respectfully request that you:
1. Contact the Department of Veterans Affairs and request an immediate
implementation status report;
2. Identify the unresolved reciprocity or reimbursement issues involving the Republic of
Korea;
3. Encourage coordination among the VA, Department of State, Congress, and the
Korean government;
4. Request a definite timetable for implementation;
and
5. Support congressional oversight hearings or additional legislative measures if

administrative obstacles continue to delay implementation.
These veterans are not asking Congress merely to recognize their service symbolically.
They are asking the federal government to implement a law that Congress has already
passed.
We respectfully ask for your leadership in helping bring this long delay to an end.
We would be honored to meet with you or your staff to discuss this issue further.

코레아 의원님,
재미 베트남 참전용사 협회(Korean American Vietnam War Veterans Association) 남서부 지부를 대표하여, '한국계 미국인 VALOR 법(Korean American VALOR Act)'인 공법 118-20의 이행을 위해 의원님의 협조를 정중히 요청드립니다.
이 법안은 의회의 초당적 조치를 통해 2023년 11월 13일 제정되었습니다.

이는 미군과 함께 베트남전에서 복무하고 이후 미국 시민이 된 한국계 참전용사들의 공로를 인정하는 중요한 조치였습니다.
안타깝게도 법안 제정 후 3년 가까이 지난 지금까지도, 대상이 되는 한국계 미국인 베트남 참전용사들은 법안이 완전히 이행되기를 기다리고만 있는 실정입니다.

생존 참전용사들의 고령화가 급격히 진행됨에 따라 우리의 우려는 날로 커지고 있습니다.
많은 참전용사가 현재 70대 후반에서 80대의 연령대에 접어들었습니다. 지연되는 시간이 1년씩 늘어날 때마다, 의회가 그들을 위해 제정한 법의 혜택을 누릴 기회를 갖게 될 참전용사의 수는 줄어들 수밖에 없습니다.

따라서 의원님께 ​​다음과 같은 조치를 정중히 요청드립니다.
1. 보훈부(VA)에 연락하여 즉각적인 이행 현황 보고를 요청해 주십시오.
2. 대한민국과의 상호주의 또는 비용 상환과 관련된 미해결 문제를 파악해 주십시오.
3. 보훈부, 국무부, 의회, 그리고 한국 정부 간의 협력을 촉진해 주십시오.
4. 구체적인 이행 일정을 요청해 주십시오.
그리고
5. 행정적 장애로 인해 이행이 계속 지연될 경우, 의회 감독 청문회나 추가적인 입법 조치를 지원해 주십시오.

이 참전용사들은 의회가 단지 상징적으로 자신들의 복무를 인정해 달라고 요구하는 것이 아닙니다. 그들은 의회가 이미 통과시킨 법을 연방 정부가 이행해 줄 것을 요구하고 있는 것입니다.
오랫동안 지연되어 온 이 문제를 해결하는 데 있어 의원님의 리더십을 발휘해 주시기를 정중히 부탁드립니다.
이 문제에 대해 더 자세히 논의할 수 있도록 의원님이나 의원님실 관계자분을 뵐 수 있다면 큰 영광이겠습니다.
