Re: Urgent Request for Implementation of the Korean American VALOR Act (H.R.
366)
Dear Congresswoman Kim:
On behalf of The Korean American Vietnam War Veterans Association SW Region,
I respectfully request your urgent assistance regarding the implementation of the
Korean American VALOR Act (H.R. 366), which became Public Law 118-20 on
November 13, 2023. Our Korean American Vietnam War veterans welcomed this
historic legislation with great hope. Many of our members served in Vietnam
alongside United States Armed Forces and later became proud citizens of the
United States. However, nearly three years after the law was enacted, eligible
Korean American Vietnam veterans are still unable to receive the VA health care
benefits contemplated by the law because implementation remains unresolved.
For aging Vietnam veterans, further delay has serious consequences. Many are
now in their late seventies and eighties. Time is especially important for veterans
who have waited decades for meaningful recognition of their service alongside
American forces. We respectfully ask you to:
1. Request a formal status report from the Department of Veterans Affairs
regarding implementation of Public Law 118-20;
2. Determine what specific administrative, diplomatic, or reciprocity issues are
preventing implementation;
3. Work with the VA, the Department of State, and the Government of the
Republic of Korea, as appropriate, to resolve those issues;
4. Request a concrete implementation timetable; and

5. Consider congressional oversight or other legislative action if continued delays
prevent eligible veterans from receiving the benefits authorized by Congress.
This is not simply a request for new legislation. Congress has already acted, and
the law has already been signed.
We are asking that the promise embodied in that law finally be carried out. We
would greatly appreciate the opportunity to meet with you or your staff to discuss
this matter and the experiences of Korean American Vietnam War veterans in
Southern California.

한국계 미국인 용맹법(H.R. 366)의 시행과 관련하여 의원님의 긴급한 지원을 정중히 요청드립니다.
저희 한국계 미국인 베트남전 참전용사들은 이 역사적인 법안을 큰 희망을 품고 환영했습니다.
저희 회원 중 많은 분들이 베트남에서
미군과 함께 복무했으며, 이후 자랑스러운 미국 시민이 되었습니다.
그러나 법이 제정된 지 거의 3년이 지났지만,
한국계 미국인 베트남 참전 용사들은 법에서 규정한 의료 혜택을 아직 받지 못하고 있습니다.
이 법은 시행이 아직 완료되지 않았기 때문입니다.
고령의 베트남 참전 용사들에게 더 이상의 지연은 심각한 결과를 초래할 수 있습니다. 많은 분들이
현재 70대 후반에서 80대에 이르셨습니다. 특히 수십 년 동안 미군과 함께한 복무에 대한 의미 있는 인정을 기다려온 참전 용사들에게는 시간이 매우 중요합니다.
저희는 귀하께 다음과 같이 정중히 요청드립니다.
1. 보훈부(Department of Veterans Affairs)에 공법 118-20의 시행에 관한 공식 현황 보고서를 요청해 주십시오.

2. 시행을 방해하는 구체적인 행정적, 외교적 또는 상호주의적 문제가 무엇인지 파악해 주십시오.

3. 보훈부, 국무부, 그리고 대한민국 정부와 협력하여 해당 문제를 해결해 주십시오.

4. 구체적인 시행 일정을 요청해 주십시오. 그리고

5. 만약 계속되는 지연으로 인해 자격 있는 참전 용사들이 의회가 승인한 혜택을 받지 못하게 된다면, 의회의 감독이나 기타 입법 조치를 고려해 주십시오.

이는 단순히 새로운 법률 제정을 요구하는 것이 아닙니다. 의회는 이미 조치를 취했고,
법안은 이미 서명되었습니다.
우리는 그 법에 담긴 약속이 마침내 이행되기를 요청하는 것입니다. 귀하 또는 귀하의 실무진을 만나 이 사안과 남부 캘리포니아 지역 한국계 미국인 베트남전 참전용사들의 경험에 대해 논의할 기회를 가질 수 있다면 대단히 감사하겠습니다.
참전용사들을 위한 귀하의 지속적인 노고와 관심에 깊이 감사드립니다.
