Re: Follow-Up on Your Commitments to Korean American Vietnam War Veterans

Dear Mayor Traut:

On behalf of The Korean American Vietnam War Veterans Association SW Region, I would like to thank you again for your thoughtful response to our veterans’ questionnaire this past April. We greatly appreciated your clear commitment to Orange County veterans and, in particular, your recognition of Korean Vietnam War veterans who served alongside U.S. forces.

As we move forward, I respectfully ask that the following commitments from your April response be translated into specific action and continued partnership:

1. Korean Vietnam War Veterans Memorial at Gypsum Canyon

You stated that you “strongly support the Southern California Veterans Cemetery at Gypsum Canyon” and that our veterans deserve a final resting place here in Orange County. You also expressed support for “formal recognition of allied veterans, including Korean Vietnam War veterans, in County memorials and programs.”

Our Association is now actively pursuing the establishment of a Korean Vietnam War Veterans Memorial at the future Veterans Cemetery at Gypsum Canyon. We respectfully request your formal support for this memorial project and your assistance in working with Orange County officials, CalVet, and other appropriate agencies to identify and secure a suitable location within the cemetery project.

2. Orange County Board of Supervisors Resolution

Consistent with your commitment to advocate through County resolutions, we ask that, if elected, you take the lead in introducing or supporting an Orange County Board of Supervisors Resolution formally recognizing the service and sacrifice of Korean Vietnam War veterans and supporting their equal recognition and benefits.

3. Implementation of Public Law 118-20 — Korean American VALOR Act

In your April response, you stated that Korean Vietnam War veterans who later became U.S. citizens “served alongside American forces and deserve equal recognition and support.”

Congress has already enacted the Korean American VALOR Act, Public Law 118-20. We respectfully ask you to work with Orange County’s federal delegation, the U.S. Department of Veterans Affairs, and veterans organizations to help ensure that the law results in meaningful and accessible benefits for eligible Korean American Vietnam War veterans—not recognition in name only.

4. Regular Consultation with Our Association

Finally, you stated that you would “welcome the opportunity to meet regularly with our association” and emphasized that ongoing engagement is critical to delivering for veterans.

If elected as District 4 Supervisor, we respectfully request that your office establish a regular consultation with The Korean American Vietnam War Veterans Association SW Region, preferably at least twice each year, to review progress on the Gypsum Canyon cemetery and memorial, veterans’ benefits, and other matters affecting Korean American Vietnam War veterans.

Mayor Traut, we appreciate the commitments you made in April. We look forward to working with you to turn those commitments into concrete results for the veterans who served alongside American forces during the Vietnam War.

We respectfully request your continued support and a written confirmation of your willingness to work with our Association on these four priorities.

존경하는 트라우트 시장님,

남서부 지역 한국계 미국인 베트남전 참전 용사 협회를 대표하여 지난 4월 저희 협회에서 실시한 설문 조사에 대해 다시 한번 깊은 감사를 드립니다. 오렌지 카운티 참전 용사, 특히 미군과 함께 복무했던 한국계 베트남전 참전 용사들에 대한 시장님의 확고한 지원 의지에 진심으로 감사드립니다.

앞으로, 지난 4월 답변에서 언급하신 다음 사항들을 구체적인 실행과 지속적인 협력으로 이어주시기를 정중히 요청드립니다.

1. 깁섬 캐니언 한국계 베트남전 참전 용사 기념관 건립

시장님께서는 “깁섬 캐니언에 있는 남부 캘리포니아 참전 용사 묘지를 강력히 지지한다”며, 우리 참전 용사들이 오렌지 카운티에 영원한 안식처를 가질 자격이 있다고 말씀하셨습니다.  귀하께서는 또한 "한국-베트남 전쟁 참전 용사들을 포함한 연합군 참전 용사들을 카운티 기념물 및 프로그램에서 공식적으로 인정하는 것"에 대한 지지를 표명하셨습니다.

저희 협회는 현재 깁섬 캐니언(Gypsum Canyon)에 조성될 예정인 참전 용사 묘지에 한국-베트남 전쟁 참전 용사 기념비 건립을 적극적으로 추진하고 있습니다. 이 기념비 건립 사업에 대한 귀하의 공식적인 지지와 오렌지 카운티 공무원, 캘리포니아 재향군인회(CalVet), 그리고 관련 기관들과 협력하여 묘지 조성 사업 부지 내 적절한 위치를 확보할 수 있도록 도와주시기를 정중히 요청드립니다.

2. 오렌지 카운티 감독위원회 결의안

카운티 결의안을 통한 옹호 활동에 대한 귀하의 약속에 따라, 당선되신다면 한국-베트남 전쟁 참전 용사들의 헌신과 희생을 공식적으로 인정하고, 그들에게 동등한 예우와 혜택을 제공하는 오렌지 카운티 감독위원회 결의안을 발의하거나 지지해 주시기를 요청드립니다.

3. 공법 118-20 - 한국계 미국인 용사법(Korean American VALOR Act) 시행

지난 4월 답변에서 귀하는 한국-베트남 전쟁 참전 후 미국 시민권을 취득한 참전 용사들이 "미군과 함께 복무했으며, 동등한 인정과 지원을 받을 자격이 있다"고 말씀하셨습니다.

의회는 이미 한국계 미국인 참전용사 공로법(공법 118-20)을 제정했습니다. 오렌지 카운티 연방 의원단, 미 재향군인부, 그리고 참전용사 단체들과 협력하여 이 법이 자격 요건을 갖춘 한국계 미국인 베트남전 참전용사들에게 실질적인 혜택과 접근성을 보장해 줄 것을 간곡히 요청드립니다. 단순히 명목상의 인정에 그치지 않도록 말입니다.

4. 우리 협회와의 정기적인 협의

마지막으로, 시장님께서는 "우리 협회와 정기적으로 만날 기회를 환영한다"고 말씀하시면서, 참전용사들을 위한 실질적인 지원을 위해서는 지속적인 소통이 매우 중요하다고 강조하셨습니다.

만약 제4선거구 감독관으로 당선되신다면, 시장님께서 한국계 미국인 베트남전 참전용사 협회 남서부 지역 지부와 정기적인 협의를 진행해 주시기를 간곡히 요청드립니다. 가급적 연 2회 이상 협의를 통해 깁섬 캐니언 묘지 및 기념관 건립 진행 상황, 참전용사 혜택, 그리고 한국계 미국인 베트남전 참전용사들에게 영향을 미치는 기타 사안들을 검토해 주시기 바랍니다.

트라우트 시장님, 지난 4월에 해주신 약속에 감사드립니다.  

베트남 전쟁 당시 미군과 함께 복무했던 참전 용사들을 위해 이러한 약속들을 구체적인 성과로 전환할 수 있도록 귀하와 협력하기를 기대합니다.

귀하의 지속적인 지원과 더불어, 저희 협회가 우선적으로 추진하고자 하는 네 가지 사안에 대한 협력 의사를 서면으로 확인해 주시기를 정중히 요청드립니다.
