Dear Representative Young Kim,
As President of The Korean American Vietnam War Veterans Association SW Region, I
respectfully request your assistance regarding the implementation of the Korean American
Vietnam Allies Long Overdue for Relief (VALOR) Act (Public Law 118-20).
Although this historic legislation became law in 2023, many Korean American Vietnam
veterans remain unable to receive the health care benefits envisioned by Congress because
implementation has not yet been completed.
Most of these veterans are now in their late seventies and eighties. Many suffer from serious
health conditions, including illnesses associated with Agent Orange exposure. Every delay
reduces the opportunity for these veterans to benefit from the law that Congress enacted on
their behalf.
We respectfully request that your office:
Obtain an official implementation update from the Department of Veterans Affairs.
Encourage the VA and the Government of the Republic of Korea to complete the
necessary reciprocal arrangements as soon as possible.
Request that the VA publish a clear timeline and application process for eligible veterans.
Your long-standing support for veterans and the Korean American community is deeply
appreciated. We respectfully ask for your continued leadership to ensure that Public Law
118-20 is fully implemented without further delay.

재미 베트남전 참전용사협회 남서부 지부 회장으로서, 저는 '한인 베트남전 참전용사 지원법(VALOR Act, 공법 118-20)'의 이행과 관련하여 의원님의 협조를 정중히 요청드립니다.
이 역사적인 법안이 2023년에 제정되었음에도 불구하고, 아직 이행 절차가 완료되지 않아 많은 한인 베트남전 참전용사들이 의회가 의도했던 의료 혜택을 받지 못하고 있는 실정입니다.
대부분의 참전용사들은 현재 70대 후반에서 80대의 고령입니다. 이들 중 다수는 고엽제 노출 관련 질환을 포함한 심각한 건강 문제를 겪고 있습니다. 이행이 지연될 때마다, 의회가 이들을 위해 제정한 법의 혜택을 누릴 기회는 그만큼 줄어들고 있습니다.
이에 의원님실에서 다음 사항을 추진해 주시기를 정중히 요청드립니다.
• 미 보훈부(VA)로부터 공식적인 이행 현황을 확인해 주십시오.
• 보훈부와 대한민국 정부가 필요한 상호 협정 절차를 조속히 완료하도록 독려해 주십시오.
• 보훈부가 자격 요건을 갖춘 참전용사들을 위한 명확한 일정과 신청 절차를 공표하도록 요청해 주십시오.
참전용사와 한인 사회를 위한 의원님의 오랜 지원에 깊이 감사드립니다. 공법 118-20이 더 이상의 지체 없이 완전히 이행될 수 있도록 의원님의 지속적인 리더십을 발휘해 주시기를 간곡히 부탁드립니다.
