Dear Under Secretary Brown:
As members of the California Congressional delegation, we write to express our strong support
for the Veterans Cemetery Grants Program Pre-application submitted by the California
Department of Veterans Affairs (CalVet) for the Southern California Veterans Cemetery at
Gypsum Canyon in Anaheim Hills, California.
Orange County is home to more than 100,000 veterans and yet remains the largest county in
California without a dedicated veterans cemetery. While neighboring counties have established
facilities, Orange County’s distinct geographic identity and accessibility challenges underscore
the need for a local solution that honors its veteran community. Although Riverside National
Cemetery is relatively close in terms of mileage, proximity does not equal accessibility. Severe
traffic congestion and long travel times create real burdens for grieving families and aging loved
ones—amounting to a significant barrier to access. For many, the distance to Riverside makes
regular visits to honor and remember their loved ones unfeasible.
This lack of geographic equity has left Orange County’s veteran community underserved, despite
their longstanding contributions to our nation’s military and public service. The proposed
cemetery at Gypsum Canyon would fill this critical gap, ensuring that Orange County veterans
have the same opportunity as others across the state to be laid to rest in their home community.
After years of delay due to a lack of consensus on an appropriate location, we are now united.
The County of Orange, all 34 cities, a bipartisan majority of the County’s state and federal
delegation, public safety and labor organizations, and more than 100 local, state and national
veterans organizations are united in support of the Gypsum Canyon location. The Orange County
Board of Supervisors has committed over 200 acres of land and $20 million for the development
of a veterans cemetery at Gypsum Canyon. State Assemblywoman Sharon Quirk-Silva and State
Senator Thomas J. Umberg have secured an additional $35.5 million in state funding. With
nearly $55.5 million secured, a dedicated site, and overwhelming public support, this project is
not only needed but also ready to break ground and begin construction.
We respectfully urge you to consider CalVet’s pre-application fully and fairly, in accordance
with the Veterans Cemetery Grants Program criteria and consistent with all applicable rules and

regulations, and recognize this critical step toward achieving equity, access, and readiness for
Orange County veterans and their families.

저희 캘리포니아 연방의회 대표단은 캘리포니아 주 보훈부(CalVet)가 제출한 애너하임 힐스(Gypsum Canyon) 소재 남가주 보훈묘지 건립을 위한 보훈묘지 보조금 프로그램 사전 신청에 대해 강력한 지지를 표명하기 위해 이 글을 드립니다.

오렌지 카운티에는 10만 명 이상의 재향군인이 거주하고 있지만, 전용 보훈묘지가 없는 캘리포니아 최대의 카운티로 남아 있습니다. 인근 카운티에는 이미 보훈묘지가 마련되어 있으나, 오렌지 카운티는 고유한 지리적 특성과 접근성 문제로 인해 지역 내 자체 묘지가 필요합니다. 리버사이드 국립묘지가 거리상으로는 비교적 가깝지만, 접근성이 동일한 것은 아닙니다. 심각한 교통 혼잡과 긴 이동 시간은 유가족과 고령의 방문객들에게 큰 부담을 주며, 실질적으로 접근을 가로막는 장벽이 되고 있습니다. 이러한 거리와 이동 시간 문제로 인해 많은 이들이 고인 추모를 위해 정기적으로 방문하는 것이 사실상 불가능합니다.

이러한 지리적 형평성 부족으로 인해, 오렌지 카운티의 재향군인들은 우리나라의 군사 및 공공 서비스에 오랜 기간 헌신했음에도 불구하고 충분한 예우를 받지 못하고 있습니다. 제안된 Gypsum Canyon 보훈묘지는 이러한 중요한 공백을 메워, 오렌지 카운티 재향군인들이 타 지역과 동일하게 고향 공동체에 안장될 수 있는 기회를 보장할 것입니다.

적절한 부지 선정 문제로 수년간 지연되었지만, 이제는 의견이 하나로 모였습니다. 오렌지 카운티, 34개 모든 도시, 카운티 주·연방 의원의 초당파 다수, 공공안전 및 노동단체, 그리고 100개 이상의 지역·주·전국 보훈단체가 Gypsum Canyon 부지에 대한 지지를 표명했습니다. 오렌지 카운티 감독위원회는 200에이커 이상의 부지와 2,000만 달러를 보훈묘지 개발에 투입하기로 결정했습니다. 또한 주 하원의원 샤론 퀴르크-실바(Sharon Quirk-Silva)와 주 상원의원 토머스 J. 엄버그(Thomas J. Umberg)는 주 예산에서 3,550만 달러를 추가 확보했습니다. 현재 총 5,550만 달러의 자금과 전용 부지, 압도적인 공공 지지를 확보하여, 이 사업은 필요할 뿐만 아니라 곧바로 착공 가능한 준비가 갖추어졌습니다.

이에 저희는 브라운 차관님께서 CalVet의 사전 신청을 보훈묘지 보조금 프로그램 기준 및 모든 관련 규정에 따라 공정하고 충분히 검토해 주시기를 정중히 요청드립니다. 이는 오렌지 카운티 재향군인과 그 가족을 위한 형평성, 접근성, 준비성을 실현하는 데 있어 중요한 단계가 될 것입니다.
