첨부하는 편지를 참조 하시어 캘리포니아 주의회에 저희 월남전 참전자들이 갈망하는

보훈 혜택 및 장지(묘지) 혜택을 펜실바니아 주에서 통과된 내용과 같은 내용의 혜택을

캘리포니아 주 에서도 받을수 있도록 의안 발의를 간청 드립니다.

Dear Senator Choi,
I respectfully submit this letter to request your legislative leadership and support in addressing an issue of

equity concerning Korean Vietnam War
veterans who served alongside United States forces, many of whom are now U.S. citizens and long-term residents of California.
During the Vietnam War, the Republic of Korea deployed more than 320,000 troops at the request of 

the United States – the largest allied contribution after U.S. forces. Korean soldiers fought shoulder to shoulder with

American service members, shared the same combat risks,  and suffered significant casualties in defense of the same mission and values.
In recognition of this allied service and shared sacrifice, the Commonwealth of Pennsylvania recently enacted

legislation granting Korean Vietnam War
veterans eligibility for state-level veterans benefits equivalent to those provided to U.S. military veterans.
This action reflects a growing acknowledgement of historical truth and fairness toward allied veterans.
However, in California, many Korean Vietnam War veterans – despite their allied service and subsequent naturalization

as U.S. citizens-remain excluded
from comparable state Veterans benefits. This disparity presents a clear issue of fairness and merits legislative review.
Accordingly, I respectfully request your consideration of the following:
1. Sponsorship or support of legislation, or a formal resolution, recognizing Korean Vietnam War veterans particularly

U.S. citizens-as eligible for California state veterans equivalent to those provided to U.S. military veterans;
2. Engagement with the California Department of Veterans Affairs to examine

3. Collaboration with fellow members of the legislature, the Governor’s Office, and Veterans stakeholders to advance a fair

and historically grounded solution.
This request does not seek special treatment, but rather equal recognition for equal sacrifice.
California has long been a national leader in honoring veterans and promoting equity. Addressing this matter would reaffirm

our state’s commitment to those who stood with American forces in defense of freedom and democracy.
Thank you for your time, consideration, and service to the people of California.

저는 미국 군대와 함께 복무했던 한국인 베트남전 참전용사들(이들 중 상당수는 현재 미국 시민권자이며 캘리포니아주 장기 거주자입니다)과 관련된 형평성 문제 해결을 위해 의원님의 입법적 리더십과 지원을 요청드리고자 이 서한을 제출합니다.
베트남 전쟁 당시 대한민국은 미국의 요청에 따라 32만 명 이상의 병력을 파병했습니다. 이는 미국 다음으로 가장 큰 규모의 연합군 파병이었습니다. 한국 군인들은 미군과 어깨를 나란히 하며 싸웠고, 같은 전투 위험을 감수했으며, 같은 임무와 가치를 수호하기 위해 상당한 희생을 치렀습니다.
이러한 연합군의 복무와 공동의 희생을 인정하여 펜실베이니아주는 최근 한국인 베트남전 참전용사들에게 미군 참전용사들과 동등한 주 차원의 참전용사 혜택을 제공하는 법안을 제정했습니다.
이러한 조치는 연합군 참전용사들에 대한 역사적 진실과 공정성을 인정하는 인식이 확산되고 있음을 보여줍니다.
그러나 캘리포니아주에서는 많은 한국인 베트남전 참전용사들이 연합군으로 복무하고 이후 미국 시민권을 취득했음에도 불구하고, 미군 참전용사들과 동등한 주 차원의 참전용사 혜택에서 제외되어 있습니다. 이러한 불균형은 명백한 형평성 문제이며 입법적 검토가 필요합니다.
이에 따라 다음 사항을 고려해 주시기를 정중히 요청드립니다.
1. 한국인 베트남전 참전용사, 특히 미국 시민권자들에게 미군 참전용사들과 동등한 캘리포니아주 참전용사 혜택을 제공하는 법안 또는 공식 결의안을 발의하거나 지지해 주십시오.
2. 캘리포니아주 재향군인부와 협력하여 정책 대안 및 시행 방안을 검토해 주십시오.
3. 동료 의원, 주지사 사무실, 재향군인 관련 단체들과 협력하여 공정하고 역사적 사실에 기반한 해결책을 모색해 주십시오.
이 요청은 특별 대우를 요구하는 것이 아니라, 동등한 희생에 대한 동등한 인정을 요구하는 것입니다.
캘리포니아주는 오랫동안 참전용사를 예우하고 형평성을 증진하는 데 있어 전국적인 선도적 역할을 해왔습니다. 이 문제를 해결하는 것은 자유와 민주주의를 수호하기 위해 미군과 함께 싸운 사람들에 대한 우리 주의 헌신을 재확인하는 것입니다.
