Dear Governor Newsom,

I respectfully write to you as a resident and U.S. citizen, on behalf of The Korean Vietnam War Veterans Association SW Region who fought alongside United States forces in defense of freedom and democracy.

Recently, the Commonwealth of Pennsylvania House Bill 304, a landmark law that formally recognizes Korean Vietnam War veterans as allied forces and extends to them state-level veterans benefits equivalent to those provided to U.S. military veterans.

This action reflects a principled commitment to fairness and historical truth by honoring the shared sacrifices of allied soldiers.

During the Vietnam War, the Republic of Korea deployed more than 320,000 troops at the request of the United States-the largest allied contribution after U.S. forces.

Korean soldiers served shoulder to shoulder with American service members, faced the same battlefield dangers, and suffered substantial casualties in pursuit of the same mission and values.

Today, many of these Korean Vietnam War veterans are naturalized U.S. citizens and long-time residents of California. Yet, despite their allied services and enduring contributions to our communities, they are not afforded equal recognition or access to state veterans benefits comparable to those available to U.S. veterans.

This disparity raises a serious question of equity and shared responsibility.

In light of California’s longstanding leadership in honoring veterans, diversity, and justice, I respectfully request your support in the following areas:

1. Executive leadership and endorsement of legislation or a formal resolution recognizing Korean Vietnam War veterans – particularly U.S. citizens – as eligible for state veterans benefits equivalent to those provided to U.S. military veterans. 2. Direction the California Department of Veterans Affairs (CalVet) to formally review this issue, including comparative analysis of Pennsylvania’s approach under House Bill 304.

3. Encouragement of collaboration between the Governor’s Office CalVet, and the California State Legislature to advance a fair and historically grounded solution. This request does not seek special treatment, but rather equal recognition for equal sacrifice.

Honoring Korean Vietnam War veterans affirms the values of alliance, shared service, and gratitude that define both California and the United States.

최근 펜실베이니아 주 하원에서는 한국 베트남전 참전용사들을 연합군으로 공식적으로 인정하고, 미군 참전용사들에게 제공되는 것과 동등한 주 차원의 참전용사 혜택을 제공하는 획기적인 법안(하원 법안 304호)이 통과되었습니다.
이러한 조치는 연합군 병사들의 공동 희생을 기림으로써 공정성과 역사적 진실에 대한 원칙적인 약속을 반영합니다.
베트남 전쟁 당시 대한민국은 미국의 요청에 따라 32만 명 이상의 병력을 파병했으며, 이는 미군 다음으로 가장 큰 규모의 연합군 기여였습니다. 한국 병사들은 미군 장병들과 어깨를 나란히 하며 같은 전장의 위험에 맞서 싸웠고, 같은 임무와 가치를 위해 상당한 희생을 치렀습니다.
오늘날 이들 한국 베트남전 참전용사 중 상당수는 미국 시민권을 취득하고 캘리포니아에 오랫동안 거주하고 있습니다. 그러나 그들의 연합군으로서의 봉사와 우리 지역사회에 대한 지속적인 기여에도 불구하고, 그들은 미군 참전용사들에게 제공되는 것과 동등한 인정이나 주 차원의 참전용사 혜택을 받지 못하고 있습니다.
이러한 불평등은 형평성과 공동 책임에 대한 심각한 문제를 제기합니다.
참전용사 예우, 다양성 존중, 그리고 정의 실현에 있어 캘리포니아의 오랜 리더십을 고려하여, 다음과 같은 사항에 대한 주지사님의 지원을 정중히 요청드립니다.
